Abstract

One of the agricultural centers in Indonesia, Nagan Raya Regency in Aceh Province, has experienced a decline in rice production and stagnation. This problem is accompanied by low farmer exchange rates and a low food security index. This research aims to analyze the implementation and challenges of inclusive agriculture in Nagan Raya using a qualitative case study approach by integrating stakeholder mapping and challenge analysis using Inclusive Growth indicators. The method used in this study is qualitative research using NVivo 12 software and data collection using a triangulation system to ensure the validity and reliability of the results. The results show that key actors have a significant influence but have not been able to establish effective coordination that can include all farmer groups in Nagan Raya to actively participate in agricultural programs. Local government policies related to simultaneous planting have proven to have an impact in supporting the agricultural sector in Nagan Raya. However, obstacles still arise in the form of weak agricultural infrastructure, uneven distribution of aid, and low participation of all farmer groups, including smallholder and women farmers. Therefore, systematic and integrated policies are needed, with focus on infrastructure revitalization, establishment of agricultural machinery centers, quotas for women's participation, and distribution system based on the planting calendar. As a form of contribution to policy development, this study proposes implementation of an inclusive agricultural policy development program as strategic step to realize a fair, productive, and sustainable agricultural system in Nagan Raya.
